Auf Betreiben von General Henri Dufour wurde 1848 die Eidgenössische Militärbibliothek (EMB), die Vorgängerinstitution der BiG, gegründet. Jahrzehntelang war die EMB im Bundeshaus Ost beheimatet, ehe sie 2005 ihren heutigen Standort am Guisanplatz bezog. Als Teilprojekt einer Verwaltungsreform beschloss der Bundesrat im Jahr 2006, 44 Bibliotheken und Dokumentationszentren der Bundesverwaltung und der Armee im Raum Bern aufzulösen und unter dem Dach der EMB zu vereinen.
Als direkte Folge wurde 2007 aus der EMB die Bibliothek am Guisanplatz BiG, die Leitbibliothek der Bundesverwaltung und der Armee.
